[ARCHIVED] Leesville & Fort Johnson: Strengthening Military Ties, Growing Local Jobs

The City of Leesville plays a vital role in maintaining Fort Johnson through its Inter-Governmental Service Agreement (IGSA) for vegetation control, ensuring the military installation remains well-kept and fully operational by taking the lead in mowing, landscaping, and maintaining training areas at Fort Johnson.

About the IGSA Program

The IGSA framework, established in 2013, allows military facilities to partner with local and state governments for essential support services. Since its inception, over 170 IGSA agreements have been implemented at nearly 100 military installations across the country, covering services such as waste removal, road maintenance, and vegetation control.

A Pioneering Partnership

In 2018, Leesville made history by securing its first IGSA, becoming one of the first cities in the nation to implement this innovative agreement. With the City Council's support, this groundbreaking partnership was spearheaded by Mayor Rick Allen and City Administrator Patti Larney, whose tireless efforts and forward-thinking vision helped turn an ambitious idea into reality. Their dedication not only laid the groundwork for a model collaboration but also continues to bring lasting benefits to the city, its residents, and the military community.

Leesville's achievements with the IGSA program have drawn attention far beyond its city limits. Over the years, the city has advised other municipalities on how to establish their own IGSA agreements, sharing expertise and best practices to guide them through the process. This trailblazing leadership showcases how local governments can forge powerful alliances with the military, enhancing national defense infrastructure while fostering mutual growth and cooperation.

Economic and Job Growth

Beyond keeping Fort Johnson functional and flourishing, this initiative is a driving force for job creation and economic opportunity in Leesville. Through a partnership with Manpower, the city provides steady employment for local residents in vegetation control positions. Manpower is currently offering seasonal employment opportunities for the summer—perfect for those seeking temporary work in the area. This collaboration supports Fort Johnson, stimulates the local economy, and underscores Leesville’s unwavering commitment to its community.
