Great "positive" exposure for a city ranked number 7 nationally in places people are leaving. Laws have changed considerably since our last interaction in Leesville. This would possibly be a way for the city to start to repair a broken image, by helping bring home Ella to her family. Countless examples of Statewide, National news stories can be found on the Ella Grace Hall story. Yet Leesville, where it all began, is kept in the dark.http://www.wafb.com/story/31835046/lawmaker-shelves-medical-marijuana-bill-in-la-house-committee?clienttype=generic&sf25230292=1 , http://therockstation99x.com/a-louisiana-family-asks-lawmakers-let-us-come-home/?utm_source=twitterfeed&utm_medium=twitter , http://www.westcentralsbest.com/news/anacoco-mom-continues-appeal-to-expand-legal-access-to-medical/article_c060a620-0d50-11e6-a0bc-5be8fc8381e9.html , http://theadvocate.com/news/15617991-123/lawmakers-disagree-on-how-far-medical-marijuana-access-should-go , Help save lives.

After almost 10 years of sitting empty and rusting, find someone in the USA that is willing to place their business in the "lap" of the city (Leesville) which is home to the number one economic generator for the State. Creating jobs here, locally, will stop the bleeding of Parish residents and their children from moving away. Allow for open discussion in City Council meetings to address this concern as well as others citizens may have that regard the development of this parish. Make "public discussion" viable for ideas "never" placed on the agenda by our elected officials when they concern matters of economic development for Vernon Parish.

In 2014, the Federal Government passed legislation to advance Agricultural Hemp in the United States. HB 1085 addressed this issue on the State level this year in Baton Rouge. Vernon Parish can be included into future development of this coming field of study. The need to diversify the economic structure of this Parish to withstand any possible exit of Ft. Polk reduction is more evident now than ever before. Hemp does not require good soils to grow and can remove some toxins from the ground. It has over 5000 known uses and can produce a bio- fuel eco friendly product on 1 acre of land where 20 plus acres can be needed in trees to make an inferior product.

Leesville/Vernon Parish can follow the lead of many available examples of this kind of social activity for localized communities. A seized vacant lot, a part of a park considered "not usable for play" can all be places where citizens gather to perform a group activity viable for all of our futures. Gardening, providing safe food to the local community, schools with the knowledge of self sustaining reliance dependent on a congress of people performing a common task for a basic need. The city is offered the advantages of getting to provide the necessary area needed soils be "worked" and are left with "better soils" that provide for the citizen population. Every conceivable place a fruit or vegetable is currently being used throughout Vernon Parish could have a cost reduction of 75% or more for these expenditures which allows for more monies to provide better quality basic services. Yes, grants are available.

There are no shortages of environmental spills that can inundate our aquifers. Chemical agents used to "clean" spills are manufactured throughout the US. These "binding agents" used to chemically treat and alter neutral these substances, often do more harm than good. Corexit is one example. It was used in the Deep Water Horizon spill making the spill 50 times more toxic. The company I am providing information on, makes a dispersant that is not chemical, works in minutes and is looking for help getting this 15 year old technology into practical application.

This encapsulator agent is according to their website, 100% environmentally friendly and effective, without chemical intervention.

The State of Louisiana has allowed for 10 distribution facilities across Louisiana to distribute Medical Marijuana. With Leesville being in close proximity to Ft. Polk and retired Veterans a "staple" of this Parish, recommending this as an Economic Development idea for the future of the Parish, is easy. Louisiana over the next few years is expected to develop this "economic windfall" and should also expect similar results of "other" States already helping their citizenry.

Understanding the concept of how "Solar Energy" can drastically reduce expenditures is easily and readily available. Grants/loans for rural development are available up to 25 million dollars. Prices have fallen 80% on Solar cost in the last 5 years. As the country continues to move in this direction, our old infrastructure continues to crumble, it remains expensive, unreliable and infeasible to remain on such a course. Business/Industry in Vernon, small business in Vernon could all use better, more reliable and much cheaper alternatives for our future. Link provided.

Start by improving the 171 highway section that runs through Leesville. The city section of HWY 171 is horrible for automobiles and impossible for cyclist. Louisiana Share the Road initiatives are growing all over the state; why should Leesville be left behind? This is beneficial in many ways; creates jobs to repair the highway, patrons are encouraged to do more business in the city with great highways and cyclist get to enjoy the city (sleep, shop and visit). Who knows maybe the community also gets some physical fitness out of the deal... Possibly the state/federal gov't has money for this sort of community program?

City of Leesville Council members voted to abolish the position of full time Police Chief and remove the position from Civil Service Protection. What does this mean?
City Council believes that Accountability for Law Enforcement can be part time and the responsibility for Law Enforcement can be supervised with a part time Chief whose duties are controlled by one single person. This historically has led to increased crime and less Police Patrol Officers.
The fact is that the public safety city tax that you're paying was "supposed" to be an improvement tax to supplement the current police department's budget. The reality is that the city is instead subtracting their contribution and only budgeting for the taxes you contribute. The result? Less police officers on the road, a part time chief, and no tax break for you. Congratulations.
